If price is all that matters

MockGo, at $59.95, is the cheapest lifetime licence here. That is $10 less than ours and we are not going to argue with arithmetic. If a one-time cost is the only axis you care about, buy MockGo.

Dr.Fone at $4.97 for a month is the cheapest way to do this at all, if you only need it briefly. It has no lifetime option, so it is the most expensive over years, but for a single month nothing beats it.

3uTools is free. On Windows, for dropping an occasional pin, that is the right answer and no paid tool changes it.

If you need Android

iAnyGo, AnyTo, MockGo and Dr.Fone all support Android. PinDrift does not. It is on the roadmap and it is not in the shipping build, so if Android matters today, buy one of those four and come back later.

No. Apple added Developer Mode in iOS 16 and modern tools use it, so the phone stays stock. Advice saying otherwise predates iOS 16.
